The instruments of governance and their components are subjected to micro-analysis in terms of past performance, and the macro-results of these actions has been summarized.

What has emerged is the knowledge of the formation of a self-serving elite preoccupied with its vested interests, served by the entire administration, including its infrastructure and development programmes. The voice of the common man goes unheard and as a result, more than sixty years after independence, the poorer segments of Indian society remain impoverished.

Examining the constitutional institutions from the perspective of his close proximity to these agencies, an association more than forty-years-old, T.S.R. Subramanian points out specific directions for remedial action that could start a meaningful debate towards serious reform. The author’s knowledge spares no agency, however mighty, and directly assesses the contribution of each to national welfare.

About the Author: T. S. R. Subramanian

T.S.R. Subramanian grew up in Thanjavur, Tamil Nadu. He studied at the University of Calcutta, the Imperial College of Science, London, and Harvard University. He joined the IAS in 1961. After working in a series of field assignments, he moved into posts in the state secretariat at Lucknow and worked briefly in the commerce and textile ministries of the government in New Delhi.

Appointed chief secretary of Uttar Pradesh in the aftermath of the Babri Masjid demolition, he rose to the post of Cabinet Secretary, the highest civil service position in the country, and served three prime ministers. He spent five years as a senior advisor in the International Trade Centre, Geneva.

He is now retired and enjoys playing golf in his spare time.
